adds guide to using tor with docker for incoming and outgoing traffic (separately)

fixes issue with gen_config where assigning a string to a variable that is initially a boolean (such as FOURGET_PROXY_DDG) would result in an array of strings instead of just a single string.

adds luuul/tor which is a simple image that installs and starts tor in an alpine container and sets SocksPort to 0.0.0.0:9050
